Texas Coastal Management Program Section 309 Assessment &Strategies Report, 2016 to 2020 Enhancement Cycle

Summary

The National Oceanic and Atmospheric Administration (NOAA) approved the Texas Coastal Management Program (CMP) on January 10, 1997. The Texas General Land Office (GLO) is the lead administrative agency for the CMP. Section 309 of the Coastal Zone Management Act (CZMA) allocates funds to encourage states and territories with federally approved coastal management programs to develop projects that will effect program enhancements in one or more of the following nine enhancement areas: wetlands, coastal hazards, public access, marine debris, cumulative and secondary impacts, special area management plans, oceans and Great Lakes resources, energy and government facility siting, and aquaculture. As a condition of receiving grant funds under §309, Texas must submit a §309 Coastal Program Assessment and Strategy to NOAA’s Office of Ocean and Coastal Resource Management (OCRM) every five years.
